Return old hard drive to like new condition, how ?

Can the secure delete utilities like HDDerase or Darik's Boot and Nuke return an old mechanical HDD to like new factory condition ?

After wiping the HDD, will there be a performance difference between a new HDD and wiped HDD ?

there will be no performance difference.

Those tools merely wipe the data so it cant be recovered.

No, that would be impossible. It's like asking "How can I return my car tires to like-new condition after I've driven on them for 3 years?" Those programs will erase your drive, so it will be completely blank like it was when you first unwrapped it.

After wiping the HDD, will there be a performance difference between a new HDD and wiped HDD ?

The only difference may be from less file fragmentation on a freshly installed drive, but you can get the same result with a good disk defrag program.
