Sapphire X800gt Issues Please Help Asap

Ok i really need some help as of not knowing what to do ive tried everything (well atleast i think i had.)
In Counter-Strike:Condition Zero and CS:Source & DOD:Source and Half life 2 my fps is like 30+ when im around players etc in a 24 slot server it goes to 30fps and lower, im tried everything at first i thought it was my drivers but no. Then i got told to test the games on Windows 98 Second Edition, so i backed up my software formatted to win98se and i had nooo problems on condition zero it stuck to 100fps on source and hl2 i got alott more fps the game was smoother etc, but i had to format back to winxp because personal reason my computer spec's are:
3.0 GHz Intel Pentium 4 Processor x86
1.0 GHz of RAM (2x 256 ddr2 KingMAX and the other 2 came with the system so i wouldnt have a clue)
160gig HDD
Intel D915P Chipset.

I really need help as of im gong out of my mind. I have been trying to figure it out for months now :( please help some one

Microsoft hates you :p. Seriously, and we're going to see alot more of this problem as Vista rolls out. Your operating system is taking up too much RAM, page file, and virtual memory space. To eliminate that, run msconfig, go to the startup tab, and uncheck everything you don't want to start with windows. Then run spyware/virus/malware checks to eliminate those from your gaming computer. Now right-click my computer, click properties, click advanced, click performance settings, and then remove visual effects you really don't want, resize your page file, and adjust how your memory is used. 1. Simply getting latest drivers and all windows updates sometimes make wonders.
2. Get Omega drivers and see if those help.
