Way lower fps on CS: GO after formating Computer

Recently , I formated my laptop, I used to get 90-130 fps on CS GO with everything on high + FXAA on 900p. Now i am getting 40-60 fps with the same configurations . I already tweaked the CCC , updated the BIOS and video card , i setted battery mode to high performance , but nothing worked .
Specs:
I7 4510U 2,00ghz to 2,60ghz 2 fisical cores 4 emulated
AMD Radeon R7 M265 , 2gb VRAM
16GB Ram DDR3
1TB HD + 8 SSD
Win 10 64 bits .

Make sure both in CCC and the game vsync is off.

Also check in CCC that something like DSR is not enabled.

I believe it's called something different from AMD, VSR I believe. Which is Virtual Super Resolution.

Honestly there are sooo many variables that could change your FPS in CS:GO after a format. For one, what specifically has changed between before and after the format?

Different drivers
Different OS
Different settings
etc..

I would check the CPU and GPU usage while you play and check the clocks of both while you're playing too.


Too many variables, very difficult to diagnose.

Theres no DSR on amd laptops .
Sorry meant VSR, I get them confused off and on (Plus on my laptop currently).

It came on set on for default on one of my installs I recall. Plus also as asked by Ford, what version did you install?

umm have you checked your background process? it may affect especially when your system is busy doing something in background when youre gaming

Huh, you and I have the same Catalyst version but different driver versions (your 1004 is my 1002.) I wonder if some older drivers persisted from an old installation.

Have you tried reinstalling Catalyst? My performance is a little less than it was in Windows 7 where others don't seem to have the same problem as badly as I do or you do. I'm personally going to re-install Catalyst and see if it makes a difference. I suggest you do the same.

Edit: It appears the upgrade killed the uninstaller. I'm being forced to use a driver cleaner instead for uninstall. It's probably for the better.

Do i reboot in safe mode ? And after i uninstall the driver , do i simply install the 15.7.1 from the AMD website ?

I reinstalled the drivers . When i went to the device manager to update the video card ( it used to go from amd radeon r7 m260 to m265 ) it doesnt go to m265 anymore .

My wife's laptop has a M265X in it. Are you certain it's not just saying "M260 series"? For example, my desktop says it has a R9 390 series GPU. It says nothing about X or no X. That may be what's happening here.

Regardless of what it says it has. Have you tried running CS:GO?
