What should I ask for?

I currently have a crappy HP 17" CRT on an 8600GTS. Should I ask for a 22" LCD? or an HD4850?

Depends. Do you play lots of GPU intensive games? If so, vidcard first.

If you're more of a movie watcher/internet browser; i'd go monitor.

I was leaning towards the 4850 because I play games like COD:WAW, COD4, Crysis Warhead, NFS Undercover, Assassin's creed. But I don't think It'll look too good at 1280x960 on a 17" screen

Let them buy the monitor is more expensive and you buy the videocard it's cheaper.

Aren't they the same price? The 4850 is like $150 and so is the cheapest 22" LCD

I'd ask for the monitor. You can pick up the 4850 later, probably cheaper than a decent 22" monitor.
One thing, though. I would pick out a particular model of 22" monitor, otherwise you may get one you are unhappy with. It is someone else buying it, so its someone else's opinion, preference(and budget).
