When to change Watercooler Tubing and water?

I dont think you are arrogant at all.

You can build a "serious" build (whatever that means). With a midrange motherboard (I listed 3 above).

Condensation can happen at variable temperatures. Basically whenever your cooling goes below your dew point. But if you are cooling with air/water, that would not happen. Now, if you were on water and dipped your radiator in a bucket of ice water type of thing, that would do it. Is that in your plans? Chilled water? SS? Cascade? Dry Ice? LN2?

Any board with 3 PCIe slots and a 5930K would be fine.

MSI Gaming GPU -> MSI Gaming Board
Asus Matrix -> Asus ROG board
etc. etc.
I got it... but what benefits does that yield? Additional functionality? Satisfying an inner OCD? LOL

let's forget the Asus Rampage v extreme, i would like a Motherboard that it looks like my current Asus, red color, asus republic of gamer logo and so on,

Anyway, The only ASUS X99 board that is red/ROG is the RVE. There are other black and red boards out that will work for you, but they are from other brands.

Well... your wallet will wish you had an open mind as there are a couple of red/black boards out there that will suit your needs and not cost $500 and be overkill for you...

If the 900D can fit two 480 sized rads? I'm not sure.

As regards 2 480 rads, you can depending on which rad thickness and which orientation. Take a gander here. It's talking about the UT60 which about 6 mm wider than your black ice extreme iirc, so it'll give you some ideas.

As I said, my bottom rad is 34mm thick, and with push fans 25mm and fittings, there's still some room to play with. When I get home I'll upload some pics so you can have a better idea as to what I'm talking about.

Its absolutely worthless. The PC in a fridge thing doesn't work (too much load - a fridge is meant to cycle on/off and with the load of a PC, it wouldn't and you would cook the fridge at best... this has been discussed many times in the past).

I also never owned a 900D so I have no idea what you are talking about...

With respect Knoxx, it feels like you are driving down a road blind folded in building this rig...great ideas, but most have been played out already...

So... tell us, what does a 'serious' pc mean? What is your end goal and use of this box? Perhaps if you share more information instead of us having to hoover it out of you, we wouldn't need several threads and dozens of posts to help and we could all move forward. :)
