When To Skew

I am OCing a Q9650 w/ Rampage Extreme motherboard. Could someone please explain when to skew and what the different amounts mean? Thanks a lot.

good question. im interested in the answer to. iv got a q9400 stable @ 3.6 right now on a asus p5e3 premium (x48). i still hav some spare volts that i can slam on the cpu but i think when i go higher the fsb will be the down fall. wish there was no limits on the multiplier.
