Just an ask guys, will the packing foam generally found in stuff like the Gigabyte boards (black foam) short out? I want to use some of that as dust filtering (and aesthetics.

nope. just make sure you arent smotherin something so bad it overheats - avoid it touching the mobo too in case of static electricity.
