    Is it a UAC thing? If so just disable it.

    Disabled that long ago. I'm admin yet I need admin permission. It happens randomly when i delete a file.

    I used to know how to fix this and no luck trying all the tricks

    It usually depends on how important the file or folder is that you are trying to delete. What is it youre trying to get rid of?

    If everything else fails you can always try free utilities like unlocker or lockhunter

    Too many things installed currently. I will try to remember that on a fresh install.

    I was using unlocker but lockhunter is pretty awesome ty.

    Indeed, thanks to Drone, lockhunter will let me know of any open handles.

    Could be a matter of permissions. Same as when editing advanced registry values. Save this as GrantAdminFullcontrol.reg file, run it, then right click menu and select GrantAdminFullControl on the file or folder and let it run, then try it....

    Windows Registry Editor Version 5.00

    [HKEY_CLASSES_ROOT\*\shell\runas]
    @="Grant Admin Full Control"
    "NoWorkingDirectory"=""

    [HKEY_CLASSES_ROOT\*\shell\runas\command]
    @="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"
    "IsolatedCommand"="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"

    [HKEY_CLASSES_ROOT\exefile\shell\runas2]
    @="Grant Admin Full Control"
    "NoWorkingDirectory"=""

    [HKEY_CLASSES_ROOT\exefile\shell\runas2\command]
    @="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"
    "IsolatedCommand"="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"

    [HKEY_CLASSES_ROOT\Directory\shell\runas]
    @="Grant Admin Full Control"
    "NoWorkingDirectory"=""

    [HKEY_CLASSES_ROOT\Directory\shell\runas\command]
    @="cmd.exe /c takeown /f \"%1\" /r /d y && icacls \"%1\" /grant administrators:F /t"
    "IsolatedCommand"="cmd.exe /c takeown /f \"%1\" /r /d y && icacls \"%1\" /grant administrators:F /t"

    [HKEY_CLASSES_ROOT\*\shell\runas]

    "NoWorkingDirectory"=""

    [HKEY_CLASSES_ROOT\*\shell\runas\command]
    @="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"
    "IsolatedCommand"="cmd.exe /c takeown /f \"%1\" && icacls \"%1\" /grant administrators:F"

    [HKEY_CLASSES_ROOT\Directory\shell\runas]
    @="Take Ownership"
    "NoWorkingDirectory"=""

    [HKEY_CLASSES_ROOT\Directory\shell\runas\command]
    @="cmd.exe /c takeown /f \"%1\" /r /d y && icacls \"%1\" /grant administrators:F /t"
    "IsolatedCommand"="cmd.exe /c takeown /f \"%1\" /r /d y && icacls \"%1\" /grant administrators:F /t"

    Safe mode might work. And checking the perm settings for those files.
