If by "look" you mean give it a start menu, sure. But it still looks quite a bit different, it is more square and less flashy, which I actually like. It is probably part of the reason it runs smoother too.
Of course even with ClassicShell Win8 acts quite a bit different from Win7.

Of course, I don't know all the ins and outs under the hoods of the OSs, but I do like Windows 8 and 8.1 even more. Honestly, going back to my Win7 pcs feel a bit like going back to an older machine, despite hardware.
