Windows maintenance at idle windows 8.1

Usually windows maintenance starts when idle and it would always run at about 13~15% load, since the last windows updates from last tuesday the maintenance load is going up to around 27~28% everytime, every day.
Has someone else noticed this?

Is there someway I can change/set the max load percentage for windows maintenance?

I just want my processor to run as cool as possible when idle.

Yeah I let it run to do it's job, but I just want it to run around 13~15% as before the updates, the processor would run a few degrees cooler that way.

Just turn it off.

the processor would run a few degrees cooler that way.

What difference does it make? Idle temps don't matter.
