X1900XTX Issues

I just purcahsed a GeCube X1900XTX from Newegg. Once I got the system all loaded up, and looked at ATI Overdrive and it is showing a core speed of 500MHz and a mem speed of 594MHz. Overdrive defaulted to 648/748 as to what is was trying to command, yet the actual numbers will not change. Yes, I have unlocked it by pressing the unlock button.

Can any of you tell me what is wrong? I bought this card, obviously, for its performance, and at these speeds it's no better than my X800XT. The rest of the system will be posted at the bottom, incase you need it.

turn off vpu recover and forget about overdrive, download ati toold or rage3d

I tried ATI Tool, but it wouldn't work (0.25 Beta 10).

dont use the beta. and if need be uninstall the drivers and reinstall them.
