XP: Slow OS Loading and running

i reinstalled windows about three weeks ago and was having some pretty bad problems with my computer. until recently the PC would just randomly shut itself off and then when it loaded afterwards it would give me a Disc Boot Error. now, for some reason i dont get the disc boot error, and it loads windows.

windows takes over 30 minutes to fully load, as in the OS/taskbar/desktop and everything takes that long. i get too see my Desktop Background during the entire thing and it will also show me my screen saver while it loads.

when everything loads nothing is quick. every application i want to load like IE7 or any game i want to play will take its grand ole time to load - but it plays like there is nothing wrong with the computer.

any help?
