Another excellent product from Seasonic. Their designs keep impressing me. One of the best PSU manufacturers around, they do sell their products to all key players in the field, but don't wait for their platforms to be outperformed by the competition. Seasonic, instead, thrives on constantly improving their products, on supplying the end user with better and better PSUs. The only problem is the high price at which they sell their units, but top quality and top notch aftersales support does not come cheap, especially in such tough times as these.
The fresh SS-460FL is, without a doubt, better than its predecessor, since it offers even higher efficiency and tighter voltage regulation and all the other improvements the new KM3 platform brings to the table - more modular sockets and better heat dissipation, for example. All of the unit's modular cables are now stealth, and many users will be pleased with all but the main ATX cable also being flat, since it allows for much easier cable management, which really helps with the cable clutter inside a case.
Like with the SS-520FL, my main objection is the scarcity of PCIe connectors. I think two additional connectors would be ideal. They would greatly enhance the PSU's usability. There is, thankfully, a free socket on the modular panel, so getting a PCIe cable with two connectors would be an easy way to increase the corresponding connector count to four, which is enough to power two mid-level VGAs.

To sum up: If you have the money, the SS-460FL is one of the best fanless units available on the market right now. Its performance is on par with that of its bigger brother, the SS-520FL for an additional 15 bucks. You better spend those extra dollars on the latter if you need another 60 watts, but the smaller unit does, otherwise, look like the ideal choice for a mid-range system.
