Welcome to the forum!

I'm with sneekypeet, anything you can recycle, such as a case and the aforementioned components?

OK, converting that to £ (GBP) comes to a little over £280 - which is not a lot really. To save a bit of money, looking for cheap 2nd hand components on eBay and even our WTB sub-forum may help you picking up a bargin.

If I was in your shoes, I'd use this specification as a baseline...

MOBO: Gigabyte GA-EP43-DS3L - a very decent little motherboard that can give you a good path for upgrading if needed at a later date - unless an integrated GFX solution would be better, but as the rig will be used for Photoshop & gaming I didn't think recommending one would be appropriate.

CPU: Intel Pentium Dual Core E5200 - these are great little CPUs and OC nicely saving you a few extra bucks.

RAM: I'd pick up, depending on your budget either 4GB or 2GB of any reputable brand (eg, Crucial, Kingston, Corsair etc etc) DDR2 800.

GFX: Depending on the games that'll be played, I'd recommend a 4830 - definitely check out eBay see if you can pick up a bargin.

Case: That I'll let you decide, if you maybe able to find a suitable one with an included PSU to save even more money however, I'd rather pick up a Corsair CX 400W - great little PSU.

HDD: I really can't recommend Samsung HDDs enough - purchase anything that is within your budget.

DVD: Anything cheap would suffice.

Hopefully this will be a guide, obviously others will give their opinion and experience and where to shop from.
