Is the MCP 350 pump supposed to be kinda loud? Im not sure how loud it is supposed to be because I just filled my xspc dual bay res and checked for any leaking.

Unfortunately, I've got some negative news for you :/
Recently, I've built my first loop ever. I used XSPC dual bay res and MCP350 too.
The result was too loud for me to bear... :/
I'm not talking about air bubbles. Once the loop got stable it was still too loud due to vibration. I think, that placing the pump in 5 1/4" res is convenient, but loud, because the pump is rigidly attached and in front top of PC case.
I've decided to modify the loop, and went for a small acrylic MCP350 top, and mounted the pump on rubber suspension at the bottom of the case. I've changed XSPC dual res to simple single res (without pump).
Now I can't hear it. The loudest part in my PC now is that damn Velociraptor.
The shop was kind enough to allow me to return XSPC dual res and get money back.

Well.. ignore my rant. You're obviously having air bubble problem in your loop. Solve that first, and you may find the noise to be acceptable
