Best time to buy parts for new build?

There is no real "best time" to buy parts as sales come and go.
There is, however, a best place to buy parts all year long. That would be TPUs BST section. ;)

Yes, it is the sales season. But there are many sales throughout the year at most retailers depending on how fast they want to move stock.

At years end, many retailers will discount items to reduce inventory for tax reasons and such, but be careful as the sales prices are not always a "deal".

Many times post season sales (after Christmas) are better, but not always.
It's really up to you to decide what you think is a good price for the items that you are purchasing.

Personally, I just buy stuff when I need it. I'm an impatient type when it comes to hardware. :D

Yes. But used does not mean old. There are some spectacular deals there if you watch carefully.
