The point you are missing is that when testing ANYTHING, the "proper", scientific approach is to remove any variables that might affect the results.

I guess the heart of the confusion is some people see the word "Review" and naturally think about ABSOLUTE performance (hence the request for just GPU waterblocks). And some see "Comparison" and think DELTA performance. Both of these views are right, though they are not exactly the same. To quote Legion from ME2: "One says 1>0; the other says 2>1 - both are correct".
Scenario 1 - CPU included in the loop: If only the GPU waterblock is swapped out and all other components stay the same, then it is a valid comparison between GPU blocks. May or may not reflect absolute performance numbers since CPU heat is factored in (no matter how miniscule)
Scenario 2 -GPU-only loop: valid comparison, and should reflect absolute performance numbers (I think this is what sneeky has been trying to get at)
