My friend built a PC recently using this processor:

Something is wrong with the fan that came with it, it's making a buzzing/grinding sound, though the CPU is being cooled. Newegg wants him to send the entire thing back which he isn't interested in doing since he'll be without a PC for a week or so. He was thinking of just ordering the same CPU again, using the fan and sending the defective fan back for a replacement but Newegg said CPUs are a nonrefundable item so that's not an option either.
So he'd just like to order a third party fan, but he doesn't build PC's often and isn't sure what the best is for a reasonable price...and I've never owned an AMD product so I thought it'd be a better bet just asking the smart people here at TPU.
I don't think he's looking for anything fancy. Something quiet, under $30 if possible, and preferably on Newegg since their shipping almost always arrives within 24 hours or an order being placed. Thanks

, but i have to ask has he done the simple check of seeing if the fans power cables hitting the blades or that the fan is not slightly squint and rubbing or a small bit of plastic/screw has got stuck between it and the heatsink e.t.c
