what do you guys think of the thermal paste that is included with the hyper 212+ ?

Gets the work done. I wouldn't worry unless you're going for a big overclock.

4.6Ghz would need better paste, but that depends on what volts you are running on.

a better paste doesnt mean a better OC, but it means a lower load temp when OCed.
it just ensures quick transfer.
technically the heat passing through the layer of paste much be higher than the heat dissipative ability of the cooler for optimum performance

last question i'm going to add a second 120mm fan to the cooler and want to know which is best hooking it to the psu or hooking it to the mobo ?

PSU indeed. mobo may not be able to handle it.
