Request: Block User List

Is it possible to implement this function on the forum or, if its already available, can someone point it out to me?

If you go to the users Profile in the User List drop down there is "Add to Ignore List". Not sure that covers PM's or the whole forum in general.

How does the block user funtion work anyway? You don't see their posts? I've never figured out why people block others really.
