bunch of graphics cards I recently bought. I either already own the games or
just don't plan on playing them. If you would check my heatware, you can see,
that I sold a lot of keys acquired in the same manner, and never an issue.
The coupons will include the key and all necessary installation instructions.

Why wouldnt they be able to be resold. ive sold a ton of them.

There is nothing in terms and conditions for these, that says they cannot be resold.

In any case, Borderlands 2 has been sold.

The forum rule is that digital items (such as product keys) cannot be sold, however since it is a card it can be sold.

I am pretty certain he was talking about the companies not allowing him to resell, but it would probably be best to keep these things off of a persons FS thread and in PMs.
