Actually most of the quality mobos with a proper VRM design can handle the FX-9590 as testing has illustrated. The true TDP on the FX-9590 is likely ~165w. The advertised 220w TDP is probably the total power consumed. It's intent is to be certain that the FX-9590 is only used on a quality design AM3+ socket mobo to prevent VRM meltdown.
