I used GPU-Z stress and even the Furmark stress, the clock still stuck at 300Mhz! :(

Alright bud....

Did you try cleaning the drivers as I suggested?
Did you try disabling any overclocking programs or GPU related programs running in the background? Not only programs of that nature but also look at Sound Drivers programs and blue tooth programs that maybe running. As a matter of fact look into unstalling some of these while testing.

In the end you may have a faulty card.... or it may require a re-install of the OS... but before we go that route.... lets try everything first.

@20mmrain : I not opened any overclocking program while testing. Also, in the background there's realtek hd audio manager running. I dont know if the the realtek sound driver has any problem with AMD HDMI audio driver. :(

- I always play games at Full Screen Mode.

- It is a Samsung 19" LCD Screen. (Max res 1366x768)
- I use a DVI to VGA cable because my monitor only supports the VGA connection! :(

  1. AMD are phasing out analog monitor support. And with it goes the VGA connection support. Source
    AMD plans to begin phasing out legacy interfaces, starting with the removal of native LVDS output from most products in 2013. The company also plans to remove native VGA output starting in 2013, with expansion to all AMD products by 2015. This would mean DVI-I support will be eliminated in the same timeframe.

    “Displays and display standards are rapidly evolving, with new features such as multi-display support, stereoscopic 3-D, higher resolutions and increased color depth quickly moving from early adopter and niche usage to mainstream application,” said Eric Demers, AMD’s chief technology officer, Graphics Division. “Legacy interfaces such as VGA, DVI and LVDS have not kept pace, and newer standards such as DisplayPort and HDMI clearly provide the best connectivity options moving forward.     Moving to the latest digital standards like DisplayPort enables customers to preserve backwards compatibility with installed equipment while taking full advantage of the latest advances in display capabilities, configuration options, and features,” said Liam Quinn, chief technology officer, Dell Business Client.

    “We live in a digital-rich world and display technology must keep up with the explosion of digital content,” said George He, chief technology officer, Lenovo. “By transitioning to digital display technologies like Display Port and HDMI customers can not only enjoy a better computing experience, they get more of what’s important to them in a laptop: more mobility, simplified design with fewer connectors, and longer battery life.“
    I'm not sure if this has anything to do with your issue or not. It could very well be. But you'd have to test, on a native DVI~ or DP~input monitor.
  2. In CCC, enable AMD Overdrive, and move the Power slider to the right. Click Apply. Try a game, did that help?
No need to be afraid: enabling Overdrive is not the same as overclocking, it is just enabling custom values (you don't have to change any value) but more importantly: freeing up the power slider.
And secondly: moving the powerslider is not the same as moving more power to the card. It is just allowing more power if the card needs it. This slider could be the clue to fixing your issue.

Have you tried increasing the power limit by just +1% and leave the clock at stock setting?

OP needs to troubleshoot the normal way, starting with:
  1. test on a native DVI or DP monitor, to rule out whether the issue is caused by the very outdated cheap VGA-input monitor.
  2. Completely clean the PC from AMD drivers to rule out driver corruption, and only then install Catalyst 13.12 WHQL.
    This is the method i recommend (for all ages!)

    My method of ATI Radeon cleansing from the PC.
    The AMD uninstall utility should do the trick.

    But in the manual method you have control in your own hands.
    The endresult of each of these methods, makes the system run in Standard VGA mode.
    This may be necessary between beta and WHQL installation, especially when going to an earlier version.
    It's easiest for those who use an Intel based machine with ATI videocards.
    (Those with an AMD CPU based machine have to be careful with the AMD related software uninstalling, not to uninstall any CPU related parts).
    1. In CCC click Preferences -> restore to factory defaults, to undo AMD overdrive.
    2. via Control Panel -> Programs and Features -> AMD Catalyst Install Manager:
      • Intel CPU based PC's: Express uninstall all AMD/ATI software.
      • AMD CPU based PC's: select Custom uninstall, and select to only uninstall the display drivers and the Control Center.
    3. Reboot the PC
    4. Make sure that "view hidden files and folders" is enabled:
      Control Panel > Folder Options > "View" tab > enable "Show hidden files folders and drives" and untick "hide protected operating system files"
    5. Delete (Shift+Del) the AMD/ATI folders that you find in
      C:/Users/*You*/AppData/Local
      and
      C:/Users/*You*/AppData/Local/Roaming
      and
      Program Files, Program Files (x86) and Program Data
    6. In the search bar above the Windows Start orb, type msconfig and hit enter (or click msconfig.exe). On the "Boot" tab check on "Safe boot" and restart the PC
    7. In Safe Mode, go to Control Panel -> Device Manager. In "View" select to show hidden devices
      • First run msconfig, this time at the "Boot" tab uncheck "Safe boot" (to make sure for next time)
      • Right-click on (each of) your Radeon videocard -> Properties -> "Uninstall", check the checkbox to remove the drivers
      • under non-plug and play drivers uninstall amdkmdag and reboot at the prompt
    8. In the search bar above the Windows Start orb, type regedit
      • Right-click regedit.exe -> Run as administrator
      • In registry find
        HKEY_CURRENT_USER\Software\ATI\ACE\
        and delete that key.
    9. Install (run as admin!) the Catalyst version of your choice. In this case: Catalyst 13.12 WHQL.
    10. Crossfire users always have to reboot. I'd recommend single users reboot as well.
    11. That's it.

i use a vga CRT monitor circa 90's with the same bonair chip. so no its not because of that.

also reg deleting might cure, but not advised as OP might have amd chipset based system. one wrong delete and its fucked to infinity and beyond.

i have gone through all this already which is why i went to the point straight away.

considering a OS reinstall takes 20minutes and other drivers and such take another 20 mins now... this looks like too much of a bother.
you really dont need to install each and every program, most are portable and can be copied over. give another 20mins for storing c drive files, and thats an hour ETA. an hour of hardwork vs days of frustration.....

all games are portable as well.

We got it. It didn't work for you and you consider a OS reinstall the best option. Stop ranting, we will see how OP can fix it. IMHO the best option to do this is to 1.) follow all instrctions given by Blín D'ñero. If this clearly doesn't work then you can wipe your OS. But that is clearly, never ever the first option - even if that was the "best" solution for your special case.

@ bigbanghuy: do you maybe have an IGP, and not disabled in BIOS? So far the attention has been focused on your 7790, because you haven't even posted your systemspecs yet.

it wasnt the first thing i told him to do either. -.- where are you people getting that.

the first thing i asked was to reinstall different non beta drivers after sweeping with driver sweeper.
and then try a bios update to the motherboard.
i just mentioned that he might need to do a reinstall in the end.

no one really reads the whole thread people responding these days -.-


if you can solve it, a 1000 internets to you; just one thing, where were you when i needed it.

That's a very good point too!

And that PSU (would have been mentioned in the system specs i asked for but not got replied to yet) should be 500W (or greater) power supply with one 75W 6-pin PCI Express power connector.

My PSU is Corsair VS450 and the card is definitely plugged it. :(

And that PSU (would have been mentioned in the system specs i asked for but not got replied to yet) should be 500W (or greater) power supply with one 75W 6-pin PCI Express power connector.

could you please upload some photos, showing inside the PC with the graphics card + its power connector in full view, and the back of the PC showing how you have the monitor connected to the graphics card. we might see something.

My PSU is Corsair VS450 and the card is definitely plugged it. :(

Here is my system specs:
CPU: i5 2320
RAM: 8gb DDR3
HDD: 1 WD Blue 1TB and 1 WD Green 500GB
PSU: Corsair VS450


Although your PSU as a '450W' would not meet AMD's requirements for the card, this Corsair budget model turns out better than expected (review) and should do the job.

The question (by Kn00tcn) was not if the card
is definitely plugged it
but if the 6-pin powercable was plugged into the card?

The i5 2320 has an integrated Intel HD Graphics 2000.

When you install a dedicated videocard, you need to disable that chip in BIOS. Did you do that. If not, can you manage that?

I'm sure that I've plugged the 6-pin powercable into the card.

amd requirements state higher wattage as a lot of generic brands will market low amd 12rail as higher wattage by increasing the 5v amps. since they need to place a requirement that will cover the worse case scenario, so its stated to be higher.
260x has around 100W power design... so thats less than half of what his PSU is capable of and hence he will do fine.

I have accessed to the BIOS but found no option to disable the iGPU :(
