for what you want to use pc. where you will buy from or what country you live. what parts you will keep from old pc - case, monitor, kb+mouse etc. what is screen resolution of your monitor.
how long you plan to use pc and do you plan to upgrade after few monts when you have more money

Since you are not saying what currency you are using I will assume it is 500 usd, so take a look at these two pc's:
1. Is a newegg pc combo

2. Is something I put together. You could go for a lower power supply and save 10$ (Corsair CX500 - http://pcpartpicker.com/part/corsair-power-supply-cx500) and add that money for a better gpu like a GTX 660 (http://pcpartpicker.com/part/asus-video-card-gtx660dc2o2gd5)

calm down my friend, he/she is not lazy maybe cannot speak "english" properly and it takes some time put it into word
