It could be proper optimization, it could be DX12, it could be it's bc of the XB1 port and the AMD hardware in it, could be the engine that makes better use of the brute force the Vega chip has...
BUT (and you know how they say, everything before the BUT is mostly bullshit),
Gears of War 4 was also W10/XB1 exclusive and in that game V64 is barely on par with a regular 1080.
