It will provide them with full speed power as long as they're plugged in,The efficiency part is up to you.
If you do use a USB cable , you only need two of the inside wires in the usb cable ,because one of them is often a data wire (you can cut that one & wrap it. ) you can look online for a guide how to hook a USB up to a fan it's pretty easy

USB? wtf? USB is 5V, these are 12V fans... Don't they teach you kids anything in school these days?

if these fans are going in a PC, the Motherboard and PSU should provide all the necessary options. Lacking that as an option, I use this for running the pumps to leak test water cooled systems. You'd need a similar brik for your grid viltage

Or connect 20 of them in series so that the voltage across each of them drops to 12V and put a diode at one end for DC voltage.
Gloriously unsafe and impractical lash-up with half wave rectification and no smoothing, but it should "work"...
