How did the BIOS chip get damaged? How do you know it's physically damaged?
Physically damaged when removed. I just cracked, although I Rose's alloy with it. I wanted to take it off to count the dump for repair of the same video card

Your bios chip is i believe the 8 pin with the dot that is oriented to the right of the die when facing it so you can read the die.
Orientted OK, chip is new, read\write\verifed OK too. Need right dump and vga board be work

Ok, so it's the video bios, makes sense now. There probably isn't a BIOS in the TPU BIOS collection for a laptop graphics card, so I don't know where you'd get new firmware for it. 
Even if you could, you may have to program the chip using a dedicated programmer anyway before you solder it back on.
How much would it cost for a new card if you can't get this one going?

There is not a vga bios for the HD7650A in our bios collection.
I found a link where they are selling gpus though.
