There’s no way to manually set the voltage

This board has some really weird voltage settings

Can you screen cap it? I looked up the bios manual it doesnt show any pics for advanced voltage settings.

His X4 760 is Richland, the bios update only mentions microcode update for Godvari. It may or may not help.

What are you using to check the CPU temperature?

It’s actually Trinity

But I’ve used speecy and Hwinfo64

Hello, you can't do anything to cool down that CPU. That chip runs like hell even you put custom watercooling.

It’s not an APU. It doesn’t have a IGP

there is newer bios for your mb that by discription only adds support for carrizo but they may also have made some tweaks in bios

60c is hot to the touch, have you felt the heatsink to see if it's actually that hot? Is the air coming of the heatsink warm? It'll be obvious if it is. Next, determine if the temp sensor is on the mobo or if we're talking about an on die thermal sensor. If you look inside the socket it'll stand out. If so, does it show any damage at all?

Tried but the BIOs won’t let me decrease the voltage any

Would the chipset drivers make any difference. I never installed them

No worries. My bet is one of three options; A, There is a simple setting somewhere being overlooked and in need of correction, B, the sensor is on the mobo and is damaged or C, the CPU itself is defective. Cross your fingers for A, maybe B. If A, the setting in question just need to be found and corrected. Taking snap-shot of your bios screens and posting them here will be helpful and we all can give input. If B, there might be a solution for by-passing the sensor if the board in not returnable. Chime in and we might be able to help you out.

I’m installing and chipset driver and updating the BIOs to see if that works

But even with everything on default the voltage reads at 1.392V and from what I read online the CPU stock is suppose to be 1.35V

No matter what I set the BIOs is still pumping 1.392 or higher voltages

I tried everything I could think of but can’t get it to decrease

I was able to get the system to not shutdown but under load the temps still hit 85*C

Advanced settings page. Old gigabyte bioses had page with advanced settings hidden and ctrl+f1 made it visible. At some point they've stopped hiding it but i am not sure when exactly. It is worth trying it. In worse case you will open help window (f1)

I updated the BIOs earlier and it’s running even higher volts at stock 1.476v

Advanced settings, drop the vcore or snap that board in half.

What revision do you have, 1.0 or 1.1 of that board?

De-lid and replace the thermal paste. I've had a few of these older APUs having their thermal paste dry out and start overheating. AMD uses some shit thermal paste on these processors.

I didn’t even know AMD pasted these. I thought all AMD chips were soldered

It if that was the case wouldn’t it also overheat in the BIOs as well not just in Windows

BIOs reads 36-41*C on CPU 1.412-1.476v which btw 1.5v is suppose to be the max voltage this cpu can handle and this system isn’t that farm from it

Update: I may slap a 360mm Water cooler on it and see if it still manages to overheat

But I’m thinking now something maybe up with the board or Gigabyte just screwed the Board and how it handles the power load

When I get home I’ll try some other methods

Yo bro, sorry I wasn't able to get back soon enough, busy with real life lol. Anyways here is multiple pages of your manual, page 21 has the voltage setting you need. Automatic locks any adjustments out, you need to set to normal and then enter the numbers manually and save them.
