Stuttering issue in video applications with "stable system"

About the Stuttering being game code's fault:
I had this feeling in the beginning, but i have already tested the same games in another 3 pcs (2 of them with a really close setup) and could not spot the problem! my friends that came here noticed the issue too.

there's the video demonstration...

0;40 to 0;45 - loading stutters
1:00 to 1;03 - texture popping + stutter
1;06 to 1:09 - texture popping + stutter
1;31 to 1;37 - Big texture popping + Big stutter

Prints from the exact time

https://prnt.sc/k9b7n4
https://snag.gy/CW5Fpm.jpg

Another thing that i realized is that, after setting up the SSD, the stutter seems to be even worse some times.

I will soon make the logs and everything, but i can already tell that i've gone before all these windows tweaks and the issue persisted. tried all "performance options" and "modes" -power saving, balanced and perf, even messing with the advanced options". Virtual memory > already tested without, with, system managed, manual value, in ssd and HDD. EVERYTHING.
Like my friends said, it can only be the devil...
soon i report back with logs
You need enterprise class SSD for sustained 4K transfers. The base models don't work the cells enough.

disconnect your mech drives and any USB storage, run something straight from the SSD and see how it behaves

the list of things that i did is just increasing, like posted in the first post. This is the 5th forum that i reached out to try to resolve the issue. tomshardware, overclockers.net, overclock, adrenaline (BR), withou counting all official support from Nvidia, Amd, Corsair and gigabyte.

that's the reason that i'm thinking about testing another monitor and EVEN another case. because I really don't know anything else to try. messed with everything i could in drivers and OS, tried a million of BIOS setting, updated BIOS, overclocked, undderclocked, defaut. tested two different OSes.

I was thinking if it couldn't be some sort of shorting or bad case isolation that could interfere with the system's working. Could it be possible?

How many times have you taken this rig apart?

I didn't see in any of the posts that you replaced the PSU, did you?
At this point, your best bet would be to collect parts/sell/ buy, in order to completely replace the system in it's entirety, so you get a different pc and hopefully never encounter the issue again.

I believe he did.

I was just gonna say what musscels said - just try it all with the SSD and remove all other storage devices. Heck, remove all USB devices minus the keyboard and mouse and give it a try.

I ran into issues with headset USB drivers believe it or not. Just run barebone.

i've had stutter issues with WD green drives and their 7 second power down idle timer in the past, causing faint micro stutters every time the drive span back up again

fortunately easy to test for, by just disconnecting the sata cables

You can turn that off with the WD utilities, meaning that the drive will then obey the settings you choose in Windows and only spin down after X amount of time of inactivity.

I had that same problem with a Seagate momentus XT sshd however there was no low-level software to turn it off via the firmware.

My Hitachi drives had low-level software to turn off power saving features

Ok, it's not the hardware alone, but by now we know it's a COMBINATION of hardware susceptible to issues and software poorly written or otherwise prone to such behavior. It's not rare that pc users find themselves in such issues and every gamer experienced it one time or another. Modern and more widespread hardware is less prone to issues, that's why at this point I would trade the entire pc to other parts, replace all of them and possibly change/update the OS side, or at least the software circumstances. Non smooth gaming can be annoying, break the immersion, and there is never a single one stop shop solution.

Basically all games that requires texture loading causes stuttering every time that it is loading them.

but have you actually tried installing a small SSD installing a game to it and trying to run it?

Try SSD firstly, although i had no stutter with wd blue 2tb.
Enable superfetch.
Exclude steamapps folder from av scan.
Make sure focus assist is off.
Turn game bar and game dvr off.
Dont install geforce experience.

PUBG is notorious for running poorly on any hardware. Good luck getting rid of those stutters in that game.

A performance dip and texture popping after a game has loaded or something like that is nothing out of the ordinary. Hence the high disk usage and drop in GPU load. I still fail to see any peculiar issue, what are your exact expectations ? That any game should run flawlessly ?

Yes, pubg is completely broken and should not even be played let alone used as a baseline for performance issues. It hates Ryzen...forget about FX. Or did they finally fix SOMETHING in that pile?
Also, there's a good chance that nvidia's scandal is also screwing you as that 3.5GB limit is a bitch. Monitor VRAM usuage on pubg and turn down textures or w/e to keep within the limit and see what happens WITH game installed on SSD.

You're better off with rocket league.

Buy super cheap ryzen combos. They're peanuts.

PUBG ran perfectly fine on my R7 1700 for 60-100FPS, and runs fine at 144FPS on my 2700x...

tested all bios settings already hahah, all of these disabled, enabled, tweaked for overclock or default.
just finished testing unplugging both hardd drives and running one game in SSD only. but the results were exaclty the same, as expected :(
already tested with superfetch and prefetch on and off, game dvr and other $h1T too, but now 'im running on windows 8 and still have the problem.
about the geforce experience, I never installed it xP

I can't speak for the other games, but certainly in PUBG you're never, and I seriously mean never! gonna get it to not stutter on that hardware. You have a slow cpu regardless of how hard you OC it, ddr3 ram (again, slow). The GPU is also on the low end for pubg, should be okay for 1080p. The SSD might help, a hdd would definitely add a intermittent bottleneck.

Pubg runs smoothly on my system for the most part, but still get the occasional stutter. If you want to continue with your current system I think you'll need to limit yourself to games that play well or just come to terms with the fact that not all games will play nice on old hardware (and sometimes even new hardware, as others have said, pubg is horrendously unoptimized). Sorry to be blunt but I think it's best to say it, because atm I think you have some unreasonable expectations.

edit: just seen this, so idk. Sorry.

dear lord. I'm talking about a issue that occurs EVEN WITH FLASH GAMES. ALL GAMES. in some cases, EVEN IN YOUTUBE.

Lol, even in flash games? This sounds a lot like DPC latency on a driver that's through the roof.

is there any way to know exactly what it is?
I remember running latencymon and seein' something about maybe an audio driver. but after that, i had installed a hundred of updates and drivers and bios softwares and couldn't get any better results.

one thing that i realized is that it seems that the HD and sdd speeds when reading and transfering seems slower than it should.

could be a faulty gpu...or even malware, if not some windows OS setting. I'd do a clean install of windows RTM, without any updates or other apps or whatnot, just install the game and try it out. If there are no issues then, it's users error :D

is there any way to know exactly what it is?
I remember running latencymon and seein' something about maybe an audio driver. but after that, i had installed a hundred of updates and drivers and bios softwares and couldn't get any better results.

one thing that i realized is that it seems that the HD and sdd speeds when reading and transfering seems slower than it should.

Audio drivers do eat a lot of CPU time unnecessarily depending on the manuf. To test that you could just disable it in bios and then run your apps.
