Well it's worth a try :)

Been on job, will search in 30 minutes

Ok this kind of became a crap shoot, bare with me.

Our database bios files do not specify what memory each file is for so its a shot in the dark. Unless if your card is -00 and not -11, -11 is 1000MHz Ram (4000 effective, -00 is 1150 (4600).

Anyways dont flash till i say so. Im going to get all files that are for your card as far as i know. I will separate based upon SKU by clock speeds, you may have to try them all, worst case is getting a spi flasher

List for SKU 11164-11
Apparently official file

Ok that very first file, Im going to go out on a Limb and say that sub ID is 144, dont install it.

From further research a newer Gen Card of this bios file, the Subsystem ID has E348 Which I believe 48 is for the ram used, in this case of Hynix
https://www.techpowerup.com/vgabios/193066/sapphire-rx560-2048-170419

So I will post all files that Have Subsystem ID of E148 in it.

This one has the word Hynix in Bios info, so use this one.

This is for just incase too

Thanks, but how can I even flash it when i can't turn my PC with GPU plugged in it :p

I read, somewhere this [same problem]:

The only way I could imagine how to fix this is by
disconnecting the flash memory somehow so that the
device ID does
not get changed (all ATI GPUs have a default value
which can be overwritten by the ROM. Not all bits c
an be changed,
that's why I ended up with 7346 instead of a real X

1300 device ID).

I attached a pdf. file where is more information.
Will this work for my card?

At this rate you will need to get a SPI flasher that is able to energize the eeprom. After what happened it sounds like the card got shorted out I've had that problem with a 9700 Pro where you would plug in the power cord to the card directly and it would do the same exact thing, there was no bios flash so that tells me the power circuitry on the cards messed up. You could always send it to @buildzoid to try and resurrect it, he is at this channel. https://www.youtube.com/channel/UCrwObTfqv8u1KO7Fgk-FXHQ

Make sure the boot priority for the video is set to IGP only, not automatic. Sometimes when set to automatic it will make the GPU priority.
