280X running extremely hot even with no workload

Recently a GPU has been running very hot around 93C - 97C with fans working at 100% as soon as i power up the PC and continues to run like that.
I have cleaned the GPU and reaplied the thermal paste yet no difference.
Checking the GPU workload on just desktop its just 0% - 3% so there isnt a background program running something.
Note also that both fans are running correctly.

So is this just a faulty GPU or is there something i can do ?

I have cleaned the GPU and reaplied the thermal paste yet no difference.
Take it apart again you didnt mount it properly maybe you forgot some spacers? maybe not enough pressure ?
Take it apart again look what you did wrong your heat sink is not making contact properly.

I will try that but the last time i have taken it apart i made sure everything is correct

Is it possible that you've OC'd it, or the heatsink isn't making proper contact?

I have remounted the heatsink it should be making proper contact i pushed it down as much as i could and checked it multiple times.
I have never OC'd it or changed the voltages or anything

1. Ambient temps ?

2. Case and number of fans / rpm ? ... rule of thumb:

(1) 120mm 1250 rpm fan for every 50-75 watts of componentry
(1) 140mm 1250 rpm fan for every 75-100 watts of componentry

3. Spacers are essentially 'washers' to insure that the proper contact is made. Prevents over or under tightening

4. The 2xx series routinely ran at 95+ but not at 35 load.

5. Did you apply thermal paste / pads to GPU only or VRMs and memory also ?

the case has 1 fan on the top running at 1150 rpm
the room temperature is anywhere from 20C-30C
I only applied paste to the GPU

some observations:
1 fan on the GPU seems to start turning 5-7 seconds after the other one
sometimes not always the graphics card (i think its the GPU) will beep once after turning on

It will be uphill to get that GPU to run cold in that box. At least there is room for one more fan, do you self a favor and install one. Is the PSU exhurst pointing to the free? I will refrain to make any remarks on the way that you hugged up the GPU with only wire .....Executor is a very fitting name for that box o_O

Sounds like a bad mount. What paste was used??

The GPU is fine on a single pigtail line, don’t pay attention to that. It’s certainly NOT the cause of your temperature issues.

That poor graphics card.

No wonder it's running so hot you got in such a small case and then your Ambience are a little high.

If you want to continue running that card without killing it you need to get a bigger case with more fans or give it to someone that will.

Look at my specs and you will see why i use the case I do for my specific gpu and cpu.

The only other thing that might help is to undervolt and reduce clocks a little, that is likely to bring temps down a little with some reduction in performance but not sure it would be enough.
