GPU Bottlenecking

Recently built a gaming computer with an NVIDIA RTX 2080 and Ryzen 7 2700X processor. When playing games such as R6 and Destiny 2, I am getting minimal frames in-game (40-50 in destiny and 60-80 in R6), My GPU usage shoots up to 100%, but my CPU remains ~20%. The temp on this PC has never gone over 45 degrees C. In the past week, I've had fluctuations where I would be getting 100+ frames in-game with the same CPU and GPU usage, but this is scarce and will not happen again if I restart or shut down the computer. I've been attempting to solve the bottleneck for a little under a month and have been unable to find a solution.

Your rig will only be as fast as the weakest part, which is the hdd. What speed is the memory running at too?

What are your room temperatures and cpu/gpu/chipset temperatures?

I doubt that it's a CPU bottleneck, my friend had a 2700X & 2080 Ti before he upgraded to 3900X and he never said anything about bottlenecking. Can't remember his memory speed on the 2700X though, now he has 32GB bdie @ 3733 CL15 IIRC.

Weird. on my specs I can get 70-90fps destiny 2 max settings. have you updated everything to latest? (GPU, Windows, Bios, etc.,) Check ur BIOS settings as well if things are wonky

I'd start by disabling the game mode.
Verify the game files too.
2700x should do 60 easily,much more than that in fact.It's not top 10 fastest cpus out there,but it's not slow either.

might be an odd thing to try, but if you have g-sync on, try turning it off.

What resolution do you play at? Are the 40-50 / 60-80 fps your minimal .1% or 1%? Do you experience 'stutter' as in single dips with a very high frametime or are these 40fps 'smooth' ?

this is from my experience back in 2012 with my i5 2500k, 8gb, 1tb hdd, 550w psu, and i installed a radeon hd7970.
I would play a game for about an hour and bam system crash, blue screen. It was the psu not delivering enough power to the entire system.
Game felt chuggy at times as well. That was my case, but you have a better psu than mine... hopefully in your case the psu is not the issue.

It could be a driver mess. Try uninstalling them with Display Driver Uninstaller and redo a fresh install of them.
And check If there is a bios update

My point is obvious - to have less CPU bottleneck in games, one must buy Ryzen 3000.
And yes, Ryzen 1000/2000 after Zen 2 got released have become obsolete if we talk about games, i7-8700K/9700K defeated every Ryzen 1000/2000 in every game, Ryzen 3000 is noticeably better in this regard, so if one doesn't have enough money for 3700X - they should just go for 3600, but I highly doubt a guy that has money for RTX 2080 can't find money for 3700X, so it was just a wrong decision to buy that.

So you're saying that after Zen 2 was released, Zen/Zen+ became pure crap and you can't game with those anymore?

Protip, they run games as well as they did half an year ago.

edit: For me, that sounds more like an excuse to upgrade even when it's not necessary..

Any other software running in background that could kill the available bandwidth?
How old is that Toshiba HDD? If the HDD is constantly running at full speed or struggling to run at full speed then you might have HDD problem
Have you tried doing DDU clean uninstall and then reinstall drivers?
What resolution are you gaming on?

Can you use the HWiNFO64 software (sensors only) while play those games and getting the lows?

Then take a screen shot and post it here. Something like that below...

Start the software, click the blue arrows down left to expand columns, maximize widow to fit screen, arrange them so current/min/max/avg is all visible, click the clock down right, then minimize it and start the game.
When issue occur, exit game and take a screenshot.

Man what are you smoking? Ryzen 3rd gen came out when I bought my 2600 because i got it for $130. Perfo difference isn't that big as people make it to be. Price to perfo the 2700X is a hell of a deal atm.

Something's amiss from his setup and its not the 2700X. With his setup he should be doing 100fps ez on destiny 2

EDIT: OP check if you got the CPU seated right in the socket, or if your CPU cooler is mounted properly. update everything from BIOS to Drivers and get some performance monitoring going on as you play.

Whats your monitor may I ask?

The 2700 and 3600 are the same.
Not really... Zen 2 had architectural changes including a larger cache, which improved gaming results... take a look...


....literally across the board the 3700x is faster than the 2700x (and would be similar with non X CPUs). Now, that is not the issue here, but let's not call it 'the same' between the CPUs. Clocks are different, the larger cache, etc and it clearly makes a difference (again not that I agree with ORLY... that isn't the issue, but there is a notable difference).

What resolution do you play at? Are the 40-50 / 60-80 fps your minimal .1% or 1%? Do you experience 'stutter' as in single dips with a very high frametime or are these 40fps 'smooth' ?
1920x1080 resolution, on R6 it is smooth 60-80 frames depending on the map, in Destiny, it is 40fps with either drop below 35 or jumps to 50 intermittently

has your system crashed before?
blue screen?

this is from my experience back in 2012 with my i5 2500k, 8gb, 1tb hdd, 550w psu, and i installed a radeon hd7970.
I would play a game for about an hour and bam system crash, blue screen. It was the psu not delivering enough power to the entire system.
Game felt chuggy at times as well. That was my case, but you have a better psu than mine... hopefully in your case the psu is not the issue.
No crashes, but do get High Power Usage

1920x1080

Any windows update running in background?
Any other software running in background that could kill the available bandwidth?
How old is that Toshiba HDD? If the HDD is constantly running at full speed or struggling to run at full speed then you might have HDD problem
Have you tried doing DDU clean uninstall and then reinstall drivers?
What resolution are you gaming on?
No windows updates or any background software other than discord and sometimes Spotify, This whole system was built around half a year ago with new parts, playing 1920x1080 resolution.

Have you tried to enable/disable HPET? In some specific cases this can cause/solve low FPS issues.

And just to make sure, your RAM is confirmed running at the 3000MHz rated speed?
