but gaming at 4k with this will be problematic. you'll have to dial down settings.
fitting 4k gaming rig in 1k euro is hardly possible unless there are pc stores in Portugal that offer way lower prices then those in pcpartpicker

PS it is good idea to save about 50-100euro more for new cpu cooler for summer. should be ok in winter but in summer pc may overheat if you don't have AC

the 4k is only for movies\tv series, in games i was thinking in 1440k, is it possible under 1000€?

is this ok as price.
but for some games you will definitely need to dial down setting so they can be playable
and you will need better cpu cooler and additional case fans

in some games i must dial down settings because of a cpu limitation? If so what cpu its better? I can go to 1000\1200 if it means to get a mutch better setup

no limitations come from gpu not from cpu
if you can extend the budget I'd recommend this build
better gpu and a bit better MB but recommendations for case fans and cpu cooler are still valid.
you can check also prices for xfx 5700XT thicc III ultra (just make sure it is III not II), sapphire nitro+ or power color 5700XT red devil and pick which ever you find cheapest. all of them are good cards and will offer similar performance to the one listed in the pcpartpicker

Building a PC for gaming means that you are in the moment of your life when you actually have time for it. Something in your schedule (work, school etc.) that allows you to put in at least 20 hours of gaming per week + hours in watching movies etc. So that will be 40 hours per week if not more in front of your computer at home.
If this is your time, then go ahead and buy the thing.

Something that no one told me 3 years ago when I was building my PC is that after you put it all together you need to constantly use it, in order for the money to be justified. I actually have more time now for gaming that i had back then.

My point is, wait to drop a load of cash when you have the most amount of time to use the computer.
----
The above being said you mentioned gaming and watching movies at 4k. That is very very unlikely, basically, it's not ever going to happen. Not at least with the money that you wanna put into it.

The price of the 2080ti super edition is the entire cost of your build.... wrap your mind around that.

Don't take my word for it, go check out Digital Foundry (youtube) and see that the 2080ti will not hold enough frames in many games in 4k. Not to mention you will have to make the incredibly hard decision where to get a 4k 60Hz monitor or a 2k 144Hz monitor.
Or even that your build will never hold more than 60fps so you will just stick with a very cheap 1080-60hz monitor. In which case the 4k dream you had goes out the window. (not trying to break your heart...just the reality)

There are no 4k movies that you can play on a PC. If you get stuff from the scene (pirated) that is 1080 sharp BluRay replicas that go up to 70GB per movie with lossless audio,or greyed-out 2k versions.
Only legit streaming like Netflix (for which you do not really need a computer) can give you high-quality content that will reach UHD resolutions.
----
Do you need so badly to play a title that came out this year?
Do you wanna join so badly your friends in some co-op multiplayer game?
If none of the above, wait until next year...AMD will integrate on a much more cheaper way RTX ( even better implemented than this year Nvidia version).

Granted you will have to wait for end of summer for the new hardware to come out, more like September. The same time that i also have planned to get my upgrade.
1080 is simply not good enough from an eye-candy point of view anymore.

This. Do you really need that card when getting a 2070 or 2060 would mean creating a better beast and upgrading to a 2080 down the road.

I read the op's first post more carefully.
In this case, go for what @ne6togadno already mentioned. The 5700XT is the perfect graphics card at the moment money/value.

If you are indeed holding on to every possible penny, get the cheapest possible case that was ever built on planet earth (non branded). If you already have one, put all the parts in the old case. #noregrets

And since we are on the ludacris side, skip the SSD all together and just get the Seagate FireCuda SSHD 2TB SATA-III 7200RPM instead.
The 500gb storage is way too small. I am aware that no one can live nowadays without a ssd. However... i have my entire Steam library on a hdd, all my games (without the exception of Forza 4 that Microsoft forced me to install on partition C) , are loaded from a hdd. I regret nothing. As for the rest of the windows apps etc you will see little difference if they sit on a hdd, rather than a ssd.

Personally i spent soo much money on esthetics, I got the Pro version for my mobo cuz it had integrated rgb, same with the case, same with the huge insane cooling dark rock pro 3 on the cpu (cuz it looks cool). For me that money would have been 32GB of ram and a bigger ssd. - don't drop money on esthetics...we are too poor.

I've lived with 480ssd for several years and it is enough if you don't try to play double digit number of games at the same time.
last build I've added has ~100euro free till 1200 limit which can be used for bigger storage
for 60-70 more you can get 1tb sata or nvm-e ssd (nvm-e would be better for 10 more on the top of the sata price) but if the lowest cost is most important i'd stick with 500gb ssd and add additional storage when more cash is available.

5700xt is better value, you'll pay ~100 more for 2070s while getting same performance.
better spend those 100 for bigger ssd, better case or 3600x than for gpu that offer neglectable performance difference

I'd to use the term 'close enough to the same' or even "similar' performance. IIRC, 2070 squeaks out barely better.

well 0.4fps in Vulcan and 0.7 in dx12 isn't just close enough it is within error margin
from thicc 3 ultra review 1440p average difference is 9% which is ~6fps more if amd card give 60fps so does 6fps really cost 100 more?

No more issues with these 5700(xt) cards?
anything more specific? cause I've seen complains for just about any gpu that has been produced.

OP; you will get the opinions of people that say you will need Nvidia or AMD. The truth of the matter (if you are indeed gaming on a 4K TV) is the 5700XT is the academic choice for price/performance. Even having said that the TV will do more of the grunt work anyway so the 5700 might even satisfy your need. If Nvidia is your choice the regular 2070 that was just announced may suffice. Anything in the Super range just would not in my eyes make financial sense gaming on a TV.

Benchmark Scores Faster than yours... I'd bet on it. :)
5700xt is solid because he mentioned he was gaming at 2560 x1440...If he was gaming at 4K, it would be 2080+ as the 5700xt isn't really a 4K 'ultra' gamer (and who wants to start with lowering IQ settings if they do not have to).

I wouldn't go 5700 for 2560 x1440/ultra gaming.

What does that matter? TV/Monitor... a pixel is a pixel, right?

Indeed a pixel is a pixel but some TVs have their own hardware that works like DLSS.

Sorry... what? Are you talking about upscaling to 4K from a 1080p (lower than 4k) source? Not a fan of running anything not at the native res...

That also isn't how DLSS works. Upscaling and DLSS are two different things, no? One is simple hardware upscaling while the other (DLSS) is based on AI...

I know what you mean by the difference between DLSS and upscaling but that was exactly what I meant in that the hardware in a TV is what controls the picture and not the GPU. I fully agree that not running at native res is less than satisfactory.

I mean, if you want the TV to do that (yikes) and not buy a proper card for the resolution...you do what you have to I suppose.
