I will be purchasing the parts at a Microcenter around Thanksgiving/Black Friday as we will be up near one to see her family.

BUDGET - $1500, could go a little higher
PURPOSE OF THE BUILD - Gaming mainly, with photo editing as well. Possible light video editing in the future.
ALREADY HAVE - Mouse, Keyboard, and 1440p 144hz G-sync monitor
NEED - Everything else
OVERCLOCK OR NOT? Possible later, but not immediately

Other Details: She wants a white theme with plenty of RGB to add purple. I was planning to go with the 240mm white corsair AIO, and the gigabyte white 2070super.

Any advice as to other parts?

That should look nice!

A SSD or M2 drive for quick response on the file edits will be nice; one big enough to hold games is great, but expensive.

With video editing, you want two fast drives, one to source, one to write to.
(I use two SCSI arrays; they are now slower than M2's, lol. They'll do 320MB/s, but that's not fast anymore, and they sound like a 747.)

Plan for fans everywhere; they are a pain to add later.

If you get a nice windowed case, bribing one of your artistic friends to paint her favorite character on the glass is a nice touch, and can be cheap, depending on friends.
(A bottle of scotch (or tequila) goes a long way for me, depending on subject matter, lol.)

This sounds awesome and I have a friend in mind! Any examples of this by chance? Do you have recommendations as to the paint?

Also thanks for the other advice, I will keep in mind for fast storage!

get a solid power supply, seasonic or corsair comes to mind.
Gold rating should be sufficient and you want to have a look around 650w to 750w.

Probably what I would go with at around that budget
I tried to go as white as possible while sticking with parts that make sense

even with black friday deals Prices at Microcenter may or may not be higher for similar parts.

alternatively you could go with a 3700X or 2080 Super and still only go slightly over your budget of 1500.

The white version of the corsair h100i comes with the terrible LL fans stick with the Patinum version as it comes with the superior ML fans. You don't really need an h100i for either the 3600 or 3700X and that cost nearly covers the difference from going with a 2080 super or 3700X which will actually get you better perfromance

mb should be about $100-120 but you may have hard time to find it available
you can also get 2nd ram kit so you have black ram slots covered if you like

here is intel version
but 9700k is only 8/8 and h310 would be quite limiting for OC
