RTX 2070 Super BIOS Flash

Hello. I would like to perform a BIOS flash to my GPU in order to increase the power limit, which currently maximizes at only +9%. However, I am not sure which BIOS to flash to, so I would like to get some assistance with finding the compatible one with the highest power target. The GPU in question is Palit RTX 2070 Super X (NE6207S019P2-180F). Pictures of the front and the back of the PCB are attached below. Current BIOS is https://www.techpowerup.com/vgabios/216795/216795

Get an aftermarket cooler, blowers are very limited and are noisy, which will limit your oc/boost. Room temperature/caseairflow/component temperatures,powersupply quality limit boost/oc as well

This is the only bios i can suggest until you replace the blower heatsink.
It is 280W max vs 235W of yours, if you want higher replace the blower cooler and comeback.

I actually have the stock cooler replaced with a water block combined with a 360mm radiator in an open loop. Core temperature stays 55c max. However, the block only covers the GPU die - memory chips, MOSFETs and other components have small aluminium heat sinks installed on them.

For other components:
CPU: Intel Core i7-3770
PSU: Corsair CX750
CPU Cooler: Zalman CNPS10X Optima
Fans: Front - 3x Thermaltake Riing 140 (intake)
Rear - Thermaltake Riing 120 (exhaust)
Bottom - 2x Thermaltake Riing 120 (intake)
Side - 3x EK-Vardar F3-120 (on the radiator, exhaust)

I used the first BIOS that you listed. However, when I increase the power limit to its maximum (139%), it fluctuates between 110% and 120% (and 240-250 watts) according to GPU-Z. The "PerfCap Reason" sensor still constantly switches between pwr and idle, voltages also jump along with it. This happens with and without further overclocking. Is this normal behaviour, or is there something that can be done to max out the power limit and get rid of those fluctuations?

It's algorithm Nvidia uses for boosting, its a power saving function
