HeatMap creation and data interpolation

Hi all, i'm not sure if this is the correct location to ask for something like this, but i've found myself with a set of lighting level data points, and now i've been asked to create a Heatmap of them.
The problem that i'm facing is this one: the data points are very few compared to the calculation grid asked and i was thinking to will the voids with some grid interpolation.

But my brain with my knowledge can get this far and little else. I got the data in .txt, formatted like this:

What format is the heatmap, i.e. what software is it working with? Is it an info-display for a density map? or is it for coding for something? If you name the specifics, you might get some more responses? I'm not well-versed on software but i know when people mention the details, the requests get quicker responses.

I'm working on some lighting for a small city square. I've done all the necessary work for respecting the legislation, using the software Dialux. The software output look like this:

This is the " after work" result. The problem is that the municipality want to see the "before work", to remove any doubt to the city council about the lightning quality.

A solution that i've formulated was to go out, measure in various points the light level, and with the measurement, recreate something similar, not with this level of detail, a lot more pixellated but still informative.

i'm calling it an HeatMap, but i'm not sure it's the correct word for it.

As for the software to use to generate the " before work", i don't have one in mind.

I think the lack of replies here means it's outside most people's comfort zone. It might be better having a Google around for any forums or blogs relating to district planning, green space, or recreational landscaping?

If you are comfortable with R this feels like a an easy use with ggplot2 density heatmap

I didn't know that software, but seem promising. Thanks for the input. I've already found the manual, will begin reading in the afternoon. :)
