vapor-x r9 280x crashes

GA-78LMT-USB3 mother board
AMD Phenom Ii X6 1090T processor
Vapor-x R9 280X bios date. Bios version 015.043.000.006
12 Gigs of DDR3
windows 10 pro
I don't think it is a heat or power problem. I can play Fallout new vegas, Fallout 4, no problem.
I've run stress tests with no problem.
However it will freeze doing just about nothing. 2d simple games, browsing the web.
I've got vertical lines, horizontal lines, and sometimes " Driver Power State Failure in Windows 10. Driver Power State Failure"
I've removed the driver, re-added.
Also put in a second machine (intel i5-3550), and it also had problems.
Anything I can do or is the graphics card done?

What temps are the card running at when idle in 2d?
I'm thinking temps may be high and it could be fan related.

About 32 C or 90 sitting and doing nothing.

What/how/where would I go about messing with the voltage?

Pull the hsf off, clean gpu die and hsf off, replace thermal paste on gpu die with arctic mx4, thermal grizzly kryonaut. Find out what size thermal pads are needed.

MSI's Afterburner may allow you to change power limits.
As mentioned, the card may be on it's way out, lines are not a good sign and any fix may only be temporary.
