New Build Issue - Slow CPU while in game

I have not used the latency monitor, but could those issues be related on some interrupt issue so system halts occasionally? Check also task manager if there is some program consuming CPU power (not sure if interrupt problems can be seen there).

I had strange problems with my old i7 3930K system so that even my SSD drive performance was very poor and mouse movement inconsistent movement etc. Finally system started even freeze. The problem seemed to be poor connection on my second (stored only photos, files etc) SATA SSD disk (connector a bit damaged and poor connection). When removed then my main SSD/system started to work properly. I got finally the connector(cable) work also with the 2nd SSD but it was a bit tricky to fix.

In my new system I think (not 100% sure detrails/fix or reason) there was some similar issues when I connected my USB mouse on separate USB hub in my monitor stand. So you could check your USB devices/check where connected) and other (like SATA) connector if there is possible problems there.

Have you WIN 10 2020 may update in use? Some users have reported issues like low FPS in games with new EDGE browser related patch there. MS seem to think it is "mandatory" update that can not be removed. I have not seen any issues myself with that.

Probably unrelated but have you turned off Xbox Game Bar & Game Mode?
I have not. I actually sometimes use the recording feature in it, but not on this PC yet. But I will try turning it off next time to see if it makes a difference, thanks.

Hmm, maybe I'll take a second look to make sure nothing tricky like that is going on.

I normally do connect everything through a hub but for the past few days while I troubleshoot I've been using a separate Logitech USB Dongle for a mouse and keyboard. I checked for firmware updates too on that just in case. But I'll do a second look over just in case, thanks.

I am on latest (Win 10 2004) and I hope it isn't causing it but who knows. I'd feel better if more people described the situation like I am seeing it.
The problem might be is I have a lower tolerance for the stutter and lower FPS than others with the problem.

The one game I've played on this new system is playable, but in CS:GO you can be at a severe disadvantage with big FPS drops. Plus with 144hz Monitor the drops are very noticeable, despite common wisdom about not being able to observe the difference.

But any who, let me take a look at the connections again and if anyone has anymore suggestions keep them coming. Thanks!

Is there anything in the PCGamingWiki for CS:GO that you haven't tried that might improvement framerate consistency?
Yea, I've done that stuff and a lot of it is not recommended anymore, like forcing DX9. I had a pretty robust autoexec.cfg that stripped everything down, but because of game engine changes I've been slowly taking out non-essential stuff. Besides, a new gaming PC should be able to crush a 2012 game and provide FPS always above 200 when all the settings are on low and it's @ 1080p.

Btw, I just played Doom Eternal to test a different game. Frame rates were mostly good, only a few dips here and there (144 and capped, unlike CS:GO which provides an advantage to uncapped FPS). I did notice once again the temps on the CPU were low and I enabled their super detailed performance graphs. Most of the CPU utilization was at ~30%.

I played about an hour of it and I would say it was good, so I was pleased with that. Then went into Chrome just to scroll through something and it did that freeze stutter thing again...

In fact, it just did it when I scrolled up this thread to look at the LatencyMon graphs.

Hopefully all of this can help someone in the future. Check that your PCIe slots are full x16 and not x4 lanes.

I assumed you were using the primary PCIe x16 slot off the CPU not the x4 slot through the chipset. I should of asked in the being which slot was occupied. Sorry about that, would resolved the issue you were having.

My best guess is it seems like the game is causing the CPU to go into a power saving mode.

B550M so you never know, might be an early bios issue or so. Have you installed the latest chipset driver from AMD?

imo this might be it.
I saw it on my z490 aorus.

although the main problem was called "energry efficient turbo" in bios,was on by default.newer bios also increased gaming performance.

Occasional peaks at the FPS in CS:GO and Doom Eternal before and after also showed around the same performance difference (estimate). Userbenchmark pointed out that the GPU was performing below expectation, so can't be all that bad.
