Looking for a 27" or 24" inch 4k monitor.
1ms response time.

(i'm not too sure what the differences are in LCD, LED or IPS displays) but i don't want TN

(doesn't have to be 144hz) 60hz is enough.

What are the best options for a budget of $500?

Well, your requirements as you've put them, i.e. 1ms, means you want a TN, as so far, only TN screens can do 1ms...
Obviously no current graphics card is going to drive a 144Hz 4k screen and so far, anything above 60Hz tends to cost a fortune.

Best is very personal and subjective. I can only give some suggestions. You seem a bit lost in the terminology as well and might want to read up on what you're buying, but IPS is most likely what you're going to want, whereas LCD covers TN, IPS and VA screens. Most LCD screens these days use LED backlight of some form.

A few IPS options within your budget below.

Have you looked at something like the LG 27UK850-W? It's a mere $450 on Amazon right now and is supposed to be quite a good all-round screen.

There's the Dell Ultrasharp U2718Q, maybe not so stylish, but Dell tends to make good screens and have good support/warranty.

If you just want something cheap, then there's the Philips 276E8VJSB.

I have done some more research and yes you are correct.

Do you think this is a monitor that's worth a try?

No.

Personally, I wouldn't get a monitor that size without a height adjustable stand, but each to their own.

On top of that, it's a TN panel...

I own one of these.

It hasn't been without its share of problems and I'm not sure I would suggest Asus, although their support has been pretty good, except that time they put a bunch of dust behind the panel when they swapped out the broken power board... I've so far had three different panels in it, as the replacement panel they put in started having ghosting issues...
Knock on wood it'll last me a few more years.

Keep saving your pocket monies.
Bit rude no? There are decent 4k screens for around $500 and he's not asking for something out of this world.
