Benchmark Scores Faster than yours... I'd bet on it. :)
I've just booted my pc. The only apps I've got open are Chrome and NZXT Cam. The lowest I am seeing it fluctuate to is 54 degrees.
Thank you for confirming that is was idle. :)

That is still pretty warm. What is your room temperature? Do those temps drop when you take the side off of the case? We;'d love to hear about that Hwinfo data....

Run it and choose run sensors only you'll see a bunch of info pertaining to cpu speeds temps volts etc seems like you have no power saving settings active in your bios if it's a constant 4.3ghz
The CPU (Tctl/Tdie) averages 61.6

Yeah, 60-75C at 'idle' is too hot... no doubt.
I've placed the order for a new cooler! Overall consensus I'm getting from the comments and after a few hours of research is that the $20-$30 spent on a cooler is well worth it.

I have not but I can give that a try. Currently preoccupied but I'll get back to you asap.

I've reset bios to default here. I will say, though the picture shows a lower CPU Core Voltage average there, it's currently hanging at 1.430 consistently.

You probably need to set llc or a voltage offset in the bios AFAIK that's the better way to go with ryzen 3 /x570 rather than using a fixed voltage

This is the exact issue I am having with too high a Voltage raising the Temp, as I mentioned earlier.
O.P. should not have to tinker in the Bios to get his system running as it was designed to.

Shouldn't have too but it's been shown to be the case from more than one motherboard manufacturer they are pumping too high volts into Ryzen 3000 CPU's on "default" settings

Hi guys, I installed a new cooler with new thermal paste. Here are the new specs in hwinfo so far (at idle).

I also downloaded AMD Ryzen Master (picture attached below). Could the readings on CPU-Z & NZXT CAM be wrong? All the readings on Ryzen Master would insinuate everything is running great (right?).

By looking at the ryzen master picture, it shows that your CPU is downclocking itself, which is good, it's what you want, but the voltage is still high at 1.33v. Even the green bar behind shows as an almost filled box.
I don't have a ryzen so I can't tell ya if that's a normal voltage for 1.43ghz but it seems high to me. Check around.

There's only two things I can think to try. Windows power settings and your motherboard bios, but since you're new I wouldn't go messing around in your bios as long as your system is working fine.
I should mention that sometimes enabling your ram's XMP profile can alter your CPU behavior, such as disabling certain C-states. You could try turning off XMP to see if that changes anything.

Does anyone remember that Ryzen 3xxx overvolts on idle and undervolts on load? Have we taken this into account unless the board itself is preventing the chip from lowering voltage.

at idle you shouldn't need to be using 1.3+V that's just way to high for an idle voltage at idle you should be seeing 0.800V or less

Depends what you mean by idle. Even light single threaded load will get you above 1.4 V. Close everything and launch cpuz, you'll see that voltage fluctuates between 0.2 and 1.45 V . Thing that some folks seem to forget is that power depends on voltage and current.

nope with just CPUz open I see 0.2V to 0.8V and certainly nothing higher than 1.01V
