check there isn't an extra standoff under the motherboard that might be causing a short.

Best to just take them out from your case and install only necessary stuff (CPU + Cooler, 1 RAM at a time, motherboard, PSU) on the motherboard box to see if it POSTs at all.

An ATX PSU fan will spin even if there's no CPU in the socket. I just diagnosed the same issue for a friend a couple of weeks ago. In his case the CPU was incompatible for the motherboard. If you're positive the CPU & mobo are correct do as suggested above and do a test on a tabletop or bench with the basic minimum of components installed and see if it works. If it does keep adding RAM and other parts one at a time. If all works make sure the motherboards standoffs are correctly mounted and reinstall the parts in the case.

Time to get a new one only this time get a 750 watt 80+ at least Bronze some brands are better than others ... shop around you're more likely to get a better deal...PSUs last a long time...

Seasonic has been my go-to PSU brand for years. The high-end Corsairs have been great too.
