rx580 won't work with new build

This is my first build. Every component is new except for the gpu. So here are the components:

Motherboard: MSI b550m Mortar wifi
CPU: ryzen 5600x
GPU: rx580 8gb (used)
RAM: 16gb 3200mhz Crucial Ballistix
PSU: EVGA 600W GD 80+ Gold
SSD: Kingston A400 480gb

The gpu has been used for minning for about three months. I tested the gpu on another computer before buying it and it worked fine, gave video signal and ran games with it. I built everything and when trying to boot the pc it won't give any signal through hdmi, it boots, all fans work, even the ones from the gpu but no video signal, mother board has the 'boot' led on.

I practically took apart all components and re-built it to check that everything was plugged in correctly.
I tested my pc with a gtx760 and with a gtx 1660 and both gave me video signal with hdmi and booted to the motherboard bios since it doesn't have windows installed.
I tested my rx580 on two different gaming pc and it worked fine on both (booted with video signal).
I tested the rx580 with my pc and with a working 750w psu and got the same result (no video signal) so I think the psu is not the problem.
I've done everything from the troubleshoot no signal post but nothing worked.
I've read other posts with problems similar to mine but can't find an appropiate solution for me.

Motherboard bios has been updated successfuly to run the 5600x, as I could verify by using the gtx760 and gtx1660.

This is my first pc build so I'm a little lost on what else to do. I even had it checked with a 'computer repair guy' and after testing the gpu with another pc and a gpu with my pc he came to the conclussion that the gpu is incompatible with my motherboard but from what I've read that's not the case. I was excited becasue after months I finally got my hands on a gpu that wasn't overpriced and could finally finish my build but it's been a few dissapointing weeks of trying to work this out. Your help will be much appreciated from the newbie.

Doesn't make sense! I'm only aware of issues when using an RX580 with a pre-UEFI BIOS, where the BIOS goes wacky on socket 1366.

Last time that happened to me I forgot to plug in the PCIE power but also there was a point of poor BIOS quality and connecting a 4K monitor or mixing different resolution monitors caused a no signal problem.

You could try popping in the other card. post and in the UEFI/BIOS set the PCIE speed to gen3 or gen2. power down, switch the rx580 card back in and see if that fixes the problem.

RX580 is UEFI out of the box
I'm not sure what UEFI means but it was used for mining, maybe the bios was changed?

I was referring to the motherboard UEFI (in old timer generation was the BIOS). There was a period of time AM4 UEFI was going through growing pains and subsequent revisions ended up correcting issues for me. In particular with having 4K monitors or mixed resolution monitors connected to an rx5xx card would refuse to produce a video signal or result in a delayed video signal. Not sure if that is exactly your issue.

Not really, I have one 1080p monitor using HDMI. Which I currently use with my dell xps laptop

Not really, I have one 1080p monitor using HDMI. Which I currently use with my dell xps laptop
Are you installing the rx580 in the PCIe slot next to the CPU?

Are you installing the rx580 it in the PCIe slot next to the CPU?
I'm installing it on the pcie x1 as the mother board recommends. Next to the m.2. I've seen several builds with this mother board and that is the slot they use

Sorry, I didn't phrase my question well. I meant the primary PCIe 16x slot. I just looked at a picture of the board. The one with the steel slot closest to the CPU just below the m.2.

Literally went through this today with my dads STRIX 580, he had no image in UEFI mode despite it having the UEFI tickbox in GPU-Z - found an older BIOS on TPU's database, flashed it and bam UEFI mode working peachy

If you're having a UEFI issue you'd get an image in windows, but not before the login screen just like i was fighting today.

Yes it is connected to that pcie slot

I haven't installed windows, the system is new. I've also read about updating/flashing/restoring the bios on the gpu but I don't know how to do it and everywhere I read about that it says not to do it unless you know what you're doing. Do you have any suggestions for that? Thanks

As others have suggested, you may be facing a UEFI incompatibility issue between your motherboard and graphics card. Other than updating the GPU's BIOS, try installing Windows using a known good card. Make all the necessary adjustments in the BIOS beforehand, then remove the card and swap the RX580 in. You should be able to boot to Windows now, though you won't be able to access the BIOS, nor see any POST messages.

UEFI cards are backwards compatible with older BIOS based systems
there are bugs and glitches, and i literally ran into this issue with the same type of GPU when i posted here

Francisco: you need to install windows with another GPU, then swap the GPU to the RX580 and see if it works in windows despite showing a black screen until then. If so, a simple BIOS flash in windows will solve your issue - but i'm not going to write instructions until you're in windows with the RX580, and get a screenshot of GPU-Z so we can find the right BIOS

I still don’t have access to a another gpu but I had access to a pc and managed to use my gpu in that pc. I took pictures from gpuz and I noticed that the UEFI box is checked.

use the lookup button on that system and find a matching BIOS in the TPU database, and you can use AMD VBFlash to easily update/reflash the BIOS
GPU-Z also has a screenshot button so we dont need photos, much clearer - i cant read that text
The only effort remaining is finding the exact BIOS for your card, as the tool has a safety measure that wont let it flash a BIOS for the wrong model

CSM is disabling UEFI, and reverting to the old BIOS method

you're losing stuff like the ability to fast boot into windows, by running CSM
(and i assume its CSM and not CMS, that you typod that)

Same problem here, only with X570 chipset MSI Gaming Plus MoBo.
I can get video only in CSM mode, which is not acceptable :)
Things I've tried, MoBo BIOS 4 different versions, two versions of vBIOS...
Mining rig was made by myself, so I had originaly vBIOS, saved it before flashing the moded one.
Strange thing is that I can't get video in UEFI mode even with some older Radeon R9 4G which wasn't mining.

If somebody solve this, pls let us know.

I had vice-versa, my RX580 being incompatible with old-style-BIOS.

Put the original bios back on, boot up on a older working system and get a gpu-z screenshot, sticker pics

You can find attached pic.

This is not original rom and I've found that out in the meantime, it is TPU rom I've saved long time ago that I thought it is good.
New discoveries and attempts:
- disassembled GPU, I have no picture to prove, but memory is Hynix 100%... As you can see on GPU-Z sc, it says Samsung
- I tried some atiflash tricks (DDU driver uninstall, than CMD with admin rights -unlockrom, after that force flash with Hynix rom bios downloaded from TPU, but I get SSID and 0FL01 errors all the time)

I don't know if flash from USB stick and DOS boot would help?
