Don't know if it's a MSI or what seller?
I notice some drop in performance in counter strike and I don't like that I wanted more from this card so... I wanna make sure the driver is the best I can get for it and also anything else to make it run!

Unless you can find someone/somewhere testing and retesting virtually every driver for the GTX 1070 with the same parts, configurations and settings, don't bother with getting the "best performing driver".

If you have not install the video card driver yet, just get the latest one compatible with your OS. If it works well and you don't play the latest games or no system update requires you to install a new one, keep the working driver for as long as you can.

That's a reference card directly from Nvidia, you could just install geforce experience and let it update the driver

I updated the mother crappy driver to a 2021 from june and it still lagged same as the one from microsoft? I hate games they always lag don't know why the hell?? GTX 1070 should be pretty good for a game like counter strike GO... wait hold on it might just be my monitor at fault... I get tears.

You guys can recommend a killer monitor? cause I got 16GB of ram and this GPU and what else? the icore7 7770 mmm you guys need to get me out of this yooo. and the guys at counter strike are dumb druggies scums

I'd say any driver 6 months or older. Nvidia isn't AMD where you should expect performance improvements with newer drivers and Nvidia's newer drivers have bugs. I had to revert multiple times to older drivers with my 1080 Ti due to driver bugs.

You shouldn't be lagging on counter strike with a 1070 and an I7 7700. The monitor cannot cause you to lag.

dude the monitor can probably lag the frame rate yoo that's what I think but other people can comment... I dont' get fluent graphics that's the thing yoo, and I lowered most to lower resolution and qualities.

Double check this with a completely different game genre, or a few of them. :)
For example, you could try out StarCraft II (RTS game), League of Legends (MOBA), plus some of those free to play Massive Online FPS (shooter) games similar to Overwatch (itself a paid game) -- e.g Apex Legends, Fortnight, try a TBS game too such as Civilization VI Demo.
EDIT #2: You can try a racing game too, such as the free Asphalt 9: Legends or a Demo of one of the Forza series paid games. (all in Microsoft Store mostly, I think the Forza series got to Steam only recently)

You can try the old/Classic Counter Strike too -- I think version 1.6 it was last time I heard about it, something like that.

IF those other games do not have any tearing, then issue is with Counter Strike GO.
If they have tearing too, then something is wrong globally i.e. with your hardware, drivers/etc.

EDIT #1: RE drivers -- latest.
IF you get a specific issue fixed only in newer Beta drivers, then use those, but if not, then latest WHQL/Stable ones. :)

That game is of a too close a genre to CS: GO. Please try some others, sufficiently different ones such as RTS, TBS, racing, MOBA games to be fully sure. :)
EDIT: You can try one of those TPS games too, such as the Tomb Raider series games, Assassin's Creed series. ;)

EDIT #2: Okay, what brand & model is this old, 22" monitor? What is its native resolution?
What kind of connection do you use to it - VGA (analog), DVI, HDMI, DP/etc?
Any adapters present, such as VGA <--> DVI adapter, or similar?

Can you try a newer/better monitor, so we can rule out monitor issues?
IF the 22" one you have now is not Full HD, try something that is Full HD (i.e. 1080p), or better/higher resolution (i.e. 1440p, 4K/etc).

Now it is tearing, first it was performance. Do you even know what you're saying or actually looking at here? You are asking things we cannot answer because you think alot and listen to mostly your own gut feeling. Start listening to the people you're asking questions to and we can help.

Different issues.

- Screen tearing = a literal tear in your frame on screen which happens because Refresh Rate on the monitor is not synced to framerate. Higher static refresh rate on the monitor can remove a lot of that, variable sync (GSync, FreeSync) can eliminate it, and Vsync can eliminate it, the last one with a small latency hit on your input.

- Low framerate = low FPS. Ideally though you want to have FPS around your monitor refresh rate. You can bring refresh rate down or framerate up to meet somewhere.

- The best driver = the latest that does not crash your games.

Let's help each other by calling things specifically what they are, kay?

right now, i am still using nvidia driver 457.30 whql for my old msi GTX 1080 8gb.....

One step at a time, and testing some combo of settings is always best done for longer than 5 minutes. Some methods, like Nvidia Fast Sync (an option in NV control panel > 3D settings under vertical sync dropdown; can produce very rare stutter but can give you no tearing and low latency without adjusting monitor settings.

Its also different if you combine vertical sync with a framerate cap. Generally though it is best to not use them together.

From my understanding. Counter Strike is CPU bound, So you'll get more FPS if you upgrade your CPU or platform to one with faster single core or multi-core speed.

CSGO needs a fast CPU more than a fast GPU. You didn't tell us what your CPU is, what background tasks you have running. And what is your ping in the servers you play and if you are on WIFI or wired connection. For screen tearing get a 144Hz or more monitor you can find VA/IPS monitors with that high refresh rate for about 200$. Untill then activate FastSync from the drivers.
PS: What are you GPU and CPU temperatures ?

i would get the dust out of that gpu fan.
these reference blower style cards only have one and this needs to be clean to work good.
and if i see it correct the radiator could use some love too. 1st pic left.

and ram maybe should be in the slots 2+4 but if its running ok then dont mind.

Namely, compared to his GTX 1070 GPU I would say this Intel CPU is quite mediocre - GPU of his was mid-upper to upper range upon release.
Yes, it's an Intel 7-th gen part but has only 4 cores, 8 threads, so hardly a good CPU for gaming in 2021. :)

99% sure not the problem. That CPU would not bottleneck the GTX 1070.

Okay. I am just saying this Intel CPU of his is of the "nothing special" kind as of 2020-2021. :)
There are now MUCH better CPUs out there, both Intel as well as AMD ones.

EDIT: When Intel Sandy & Ivy Bridge Socket 1155 platforms came out and were "latest and greatest", a 4-core, 8-thread CPU was quite powerful.
In fact, there was no way to get a 6-core or 8-core CPU back then, except via the Enthusiast/Server kind of CPUs, and/or by getting a 2 CPU sockets mobo -- not really common end-user choice.

But a lot of time passed since, so this is no longer the case. :)

Your CPU is fine. What about the RAM is it in dual channel ? Can you post a screenshot of GPUZ with the Sensors tab after you played a game or two of CSGO and tick the numbers until you get MAX just like in the pic bellow.
