"first boot" cycle every time PC has been unplugged

well hello gentleman, for the last 4 years my pc works just fine.
but 2 days ago, it start doing a wierd behaviour. every time after the psu has been unplugged/turned off next start will do the "first boot" cycle, where i start the pc, it will turns off after a second and then starts again to the "first boot" cycle and then it will boot into win 10 normal. If I just shutdown the pc without turning off the power supply and start it, it works like normal. so it is something that causes this when there is no power to the system, any help will be great.

thats what i thought too, but the time and the date are correct in the bios, even my old bios profiles are still there

could be that the memory does not like the cold boot-i assume because ya said after 2nd boot all is well.

there could be a bios setting specially for cold boot maybe under memory settings- but that could be only for the maximus boards

CPU fan speed error. Make sure its spinning.

For me, with my XFX Radeon RX 580 in my Asus socket 1366 motherboard, under the same condition, it will look like the battery is bad, when it's not, it will lose everything and search for a network drive!
It never happens with my GeForce GTX 970 in there.
i dont think its a gpu problem for me, this problem is new ( 2 days ago ) and i dont have any idea whats the problem.
its could be te CMOS battery but to think about it, all the bios settings still there, even the time and date are correct
im confused...

Your CPU fan speed is too low to be detected by the bios...the fan needs more time to spin up to the correct rpm...i had the same error and fixed it by changing the minimum cpu fan speed in bios from 600 rpm to 200 rpm..i found the setting under CPU Q fan settings in my asus b450ma motherboard..and make sure the fan control is set to PWM mode and not DC Control mode..

Fans are cheap have you tried another fan on the cpu ?
Arctic freezer 360 an aio maybe it's having issues are you connected to an aio port or cpu port check all connection to the board and to the aio.

whats your low fan speed setting?...the rpm? decrease it to 200 or 100 rpm..

or disable it entirely..

well that aio works great for the last 4 years, cpu fans into cpu fan port and the pump into the aio pump fan port

so increase the fans speed ? and leave the low fan speed at 200rpm ?

Have you checked the spec's of the fans you have for what they say is lowest rpm ?
