Are those values normal? Ryzen 3600 micro stutters and "slow" windows

Hello, is having such a low core effective clocks normal? Even when gaming? The minimum always goes very low.
I seem to have random micro stutters even in normal windows activity, i changed everything, installed a fresh windows 10 multiple times, changed ssd to an nvme m2, i always get those micro stutters in game and non.
Any help or suggestion is appreciated. Thanks in advance
edit1: also tried disabling amd cool n quiet from bios, no difference whatsoever, installed amd chipset drivers and tried both balanced and high performance power plan with no changes

Will be better if you can to show us the CPU temperature.
You can also look in the PC case, maybe there is dust on your CPU cooler?
The CPU will lower its frequency if the temp goes too high.

It never goes over 75 C° even after 20+ minutes stress test
