why is my lenovo ideapad s340 15iml 81na i7 10th gen throttling to 2 ghz when throwing a multicore workload?

when im running the worlkoad its oly drawing 15 watts.....
And that's your answer. It's power limiting to 15w after a very short burst duration. It can't boost higher than 2.0GHz and stay under 15w.

Intel turbo boosty stuff means that it can draw 40 watts temporarily for short periods of time
but for longer drawn out performance it has to run at 15w
that happens when i boot the machine....it boost to 40 watts
when im running the worlkoad its oly drawing 15 watts....
