Live wallpapers are a shortcut to (micro)stutter on your system while, for example, gaming. You've been warned

Other than that, there is also Wallpaper Engine, if you're concerned about security, it's carried by a far bigger community. Its on Steam, and other places.

don't think the stutter would come from live video feeds or animated wallpapers on your desktop background more than a ocasional windows update check or steam chat window opening or a app update checker
