Well you are going to need a hole...a DVD or CD disk makes a good pattern. Blue tape protects the finish and makes your marks legible.
It might help to use a fine point sharpie and a steel rule for layour to get everything just so.
Here's the idea: use a cheap aftermarket mini automotive aircleaner to house a fan in a case too small for a top mounted fan internally...
Whack away at a suitable fan until it fits snugly inside a 6" diameter air filter..you could use a bandsaw or a Dremel tool or a hacksaw and file...whatever you are comfortable using.
These sorts of auto airfilters have a base: be sure not to ttim back the fan body too far or it will fall through...use the air filter base as a pattern for one side and the filter as a pattern for the other...make it fit the interior of the filter snugly by trimming away a little at a time.
You can orient the fan intake or exhaust...
The air filters often found at Advance or Auto Zone are only about $20. This base will get painted as it's pretty ugly...

Now make a bracket from some aluminum extrusion...I used 1/8" thick material I got from Lowes.
Simple stuff...you don't even need a clamp...you could us a crack in the sidewalk whatever you have handy...
The bracket needs to be as wide as the hole and as tall as the fan plus the base add 1/2". It will have to have relatively short bends to catch the lip of the hole in the panel so that is can be compressed and sprung into the hole.
Drill a hole and slip a bolt or piece all thread through the hole to secure the lid of the cleaner.
