For the RTX 2060 super, this happen to me and many also with the Ryzen 3000. One fan would spin up really fast at the begining boot up. It's annoying but you will have to get use to it. there currently no fix for it.
This is post...
This monitor AOC below would be in your range, but if you want future proof. I would just go with 1440p freesync or gsync monitor. Freesync is also cheaper, Nvidia now enable on most of their 1000 series and 2000 series Graphic card.
24in 1080p gsync - USD $200...
I would go for the EVGA. because they have excellent customer services on RMA. It take about 1-2 weeks, to get your new power supply/ graphic card and etc.. if they are tend to fail or making funny noise.
I check with the site, that what they said on the label. that what they advertises .

No you do not needed. It should be fine. The power consumption for this graphic card is 215W max. Your old gtx 980 max power consumption is 165. So the extra 50w is not gonna hurt it. Just dont overclock. ALso, your m.2 drive use less Watt than hour HDD.
Try to re-sit your slide, by using A2 and B2.
And the list of Gksill memory being support:

@raygundan and @Spoonkiller can u check something for me, when you turn on your computer, the right fan on the gpu will be the only running really high? i notice that. only one fan running.
The Fan spin normal, doesn't change direction, it spin directly into gpu. I also notice that, it take longer for power to boot up the computer.
What i mean is that the gpu take about 4-5 seconds to see the motherboard logo. Usually with ryzen 1700x, it take about 2 seconds.
I undestand the observer effect on TPU article, but why is it the Temp is so high. I mean if it in idle the Temp should be around 35-45 Cel. When it idle it sitting around 45-55 cel.
I am only running one instance monitor tool. Not opening up 2-3 tools to monitor.
Edit:
ALso, when i use or...
Yes temp drop down to 38-45 Cel. I think i stay at this offset at -0.1 for now and let see on gaming. Voltage will drop down 0.850v when idle and when is use is at 1.345 V, No i don't think i will OCing because of the state we in right now. lots of problem with the motherboard bios.
