    Need new monitor...

This monitor AOC below would be in your range, but if you want future proof. I would just go with 1440p freesync or gsync monitor. Freesync is also cheaper, Nvidia now enable on most of their 1000 series and 2000 series Graphic card. 24in 1080p gsync - USD $200...

    What power supply choose?

I would go for the EVGA. because they have excellent customer services on RMA. It take about 1-2 weeks, to get your new power supply/ graphic card and etc.. if they are tend to fail or making funny noise.

Is my PSU enough for the new hardwares?

No you do not needed. It should be fine. The power consumption for this graphic card is 215W max. Your old gtx 980 max power consumption is 165. So the extra 50w is not gonna hurt it. Just dont overclock. ALso, your m.2 drive use less Watt than hour HDD.

2080 XC ULTRA TI Fans really Loud on Startup

The Fan spin normal, doesn't change direction, it spin directly into gpu. I also notice that, it take longer for power to boot up the computer. What i mean is that the gpu take about 4-5 seconds to see the motherboard logo. Usually with ryzen 1700x, it take about 2 seconds.
