    the GTX 1650 will use less than half the power of the RX 580. Some still need a six pin PCI-e connector while others don't so you need to do your homework there. That said, why not replace the PSU that is preventing you from running the video cards you want to.

    I would not use it for the reasons I mentioned above on top of the fact it lacks a PCI-e connector for video cards. You could use molex adapters that come with the video card if you feel like risking your newly purchased card along with your PC but that would be a you decision.
